USDA/FAS Civil Rights Training For FAS Recipients

The U.S. Department of Agriculture (USDA)/Trade and Foreign Agricultural Affairs (TFAA)/Foreign Agricultural Service (FAS) requires recipients to provide training to staff, subcontractors, volunteers, and members of their organization or institution to ensure compliance with civil rights laws, regulations, and policies. Board members, staff, volunteers, and subcontractors of organizations or institutions that receive funds from USDA are required to complete all courses.

USDA Nondiscrimination Statement
In accordance with Federal civil rights law and U.S. Department of Agriculture (USDA) civil rights regulations and policies, the USDA, its Agencies, offices, and employees, and institutions participating in or administering USDA programs are prohibited from discriminating based on race, color, national origin, religion, sex, gender identity (including gender expression), sexual orientation, disability, age, marital status, family/parental status, income derived from a public assistance program, political beliefs, or reprisal or retaliation for prior civil rights activity, in any program or activity conducted or funded by USDA (not all bases apply to all programs). Remedies and complaint filing deadlines vary by program or incident.

Persons with disabilities who require alternative means of communication for program information (e.g., Braille, large print, audiotape, American Sign Language, etc.) should contact the FAS Human Resources at 202-772-4836 or USDA's TARGET Center at (202) 720-2600 (voice and TTY) or contact USDA through the Federal Relay Service at (800) 877-8339. Additionally, program information may be made available in languages other than English.

How to file a USDA Program Discrimination Complaint:
To file a program complaint, a complainant should complete the form AD-3027, USDA Program Discrimination Complaint Form, found at: https://www.usda.gov/oascr/how-to-file-a-program-discrimination-complaint, from USDA by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:

USDA poster ’And Justice For All’
USDA requires Agencies to ensure customers have been informed of USDA’s equal opportunity policy, are aware of their rights to file a program discrimination complaint and the remedy procedure to take if warranted.
